With children, I say yes. And even alone, if you're not going to be too long and the restroom is fairly empty, I think it's fine. When it's not okay: I was coming out of class in the SWKT one day and I ducked into the 4 or 5 stalled restroom, along with 7 or 8 other girls. There was a girl in a wheelchair towards the end of the line. When the handicapped stall opened up, go figure, the first girl in line marched right in, leaving the handicapped girl to...wait. NOT COOL.
I always take the handicapped stall if possible. Its hard to flush the toilet with my foot and escape the tiny space so I dont get toilet water on me all in one shot so esp if its available and I am going to be so quick, I use it!

I say yes. Especially if you have to change clothes.
Depends . . . we might need more info on the circumstances.
For example, when I have two children in tow, I almost consider myself handicapped. Besides, we don't all fit in a regular stall.

As long as there is not a "handicapped" person in sight and you aren't going to be in there all day.
Wow. It never crossed my mind not to take the handicap stall if there's no one handicapped in sight. Is that bad restroom etiquette? =\
